You can install a scol server on linux, windows or FreeBsd (with linux compatibility), for the last one a how-to exists in french : FreeBSD / Scol server How-to ( french ) but the manipulations are the same for every language ;). Yes, you can build a dedicated server on windows but with the client you can serv 3d sites as well...
I'm looking for a solution to export m3d format from Blender, but I'm afraid that a python script will be the only answer. So if your are familiar with python and blender, and if you want to help the scol community, then contact me and read the m3d format specification ! m3d Specifications
I've made some test with blender to export vrml2 then convert the file with vrml2m3d : It works under conditions : first, your object must have single uvmap and texture. If you define more than one texture, they are simply ignored. So, I hope your have a good UVmap skill
There is an utility to convert 3ds .prj files to m3d format but no old 3ds format export script for blender...
